AWS issues them through a number of programmes, each with separate eligibility rules and separate approval processes.
Activate is the AWS programme aimed at startups. Alongside credits it provides technical support and training resources, and it runs across several tiers. Which tier a company lands in depends on its stage, its backing and the route the application takes.

Frequently, yes. The programmes are assessed independently and drawing on one does not close off the others. Migration funding in particular is judged on the size of the estate you are moving and has no bearing on whether you previously received Activate credits.
